March 25, 2022
Policy Snapshot

The deadline to register and attest for the calendar year (CY) 2021 electronic health record (EHR) reporting year for the Centers for Medicare & Medicaid Services (CMS) Medicare Promoting Interoperability Program is this Thursday, March 31, at 11:59 PM ET. Program participants from eligible hospitals and critical access hospitals (CAHs) are required to successfully attest through CMS’ Hospital Quality Reporting system (previously the QualityNet Secure Portal) to avoid a negative payment adjustment.

2021 Program Requirement Reminders

  • Participants must report on four objectives and their measures, as well as two self-selected calendar quarters of electronic clinical quality measure (eCQM) data on four self-selected eCQMs. A more detailed summary of program requirements is available here.
  • Under the performance-based scoring methodology, a minimum total score of 50 points is required to satisfy the scoring requirement.
  • To be considered a meaningful user and avoid a downward payment adjustment, eligible hospitals and CAHs must have used either: (1) existing 2015 edition certification criteria, (2) 2015 Edition Cures Update criteria, or (3) a combination of the two for a minimum of 90 consecutive days within CY 2021 in order to meet the certified electronic health record technology (CEHRT) definition, as finalized in the CY 2021 Physician Fee Schedule Final Rule.
