Federal reports and academic studies frequently summarize nursing home staffing using state- or national-level average staffing measures.1–4 Although useful for describing broad staffing patterns, such measures may mask a critical reporting gap in staffing levels: average staffing can exceed a defined threshold even when a substantial share of individual facilities fall short of it.5
