Reminder: CY 2023 Medicare Promoting Interoperability Program Scoring Requirements
If you participate in the Medicare Promoting Interoperability Program in calendar year (CY) 2023, the Centers for Medicare & Medicaid Services (CMS) would like to remind participants of the program’s scoring requirements.
Scoring for CY 2023
CMS continues to implement a performance-based scoring methodology for the program. Each scored measure contributes to the participating eligible hospital or critical access hospital’s (CAH) total score.
A minimum of 60 points is required to satisfy the scoring requirement for CY 2023.
In addition to achieving a minimum total score of 60 points, the following scoring changes were applied for CY 2023 from the previous program years:
- A reduction from 40 points to 30 points for the Health Information Exchange Objective
- An increase from 10 points to 25 points for the Public Health and Clinical Data Exchange Objective
- A reduction from 40 points to 25 points for the Provider to Patient Exchange Objective

Reminder: Program participants must report on all required measures to be considered meaningful users, regardless of the final score.
